Sometimes I can't load an existing Image into the Library. When I try, it pops up a New Image dialog as though I want to create a new image from scratch.

Yes that's new by design. Choose import instead.

Aha. Is there a button for that on the object bar? I don't see it. I don't want to have to drop the Library menu down to select that.
May I suggest using the Image button on the bar like this:
New Image Load Image (or Import Image)
And again - I'd like to vote for letting us set a preference for what appears on the bar. Depending on the type of work one does, some of those objects are rarely used and just get in the way.

There is an import button on the library title. Also Ctrl+I shortcut.
We'll do more to the bar when we get chance. However, you might notice that as you choose items from the toolbar dropdown menus they get added to the bar, so the bar slowly learns and remembers what you like.

I just use the "Image" object and then use the menu-option "Open" and choose the images I want.. . Works the same way :-)

Yes you can but with import you can add lots of files at once. We did it this way for consistency. But there are a few ways of getting images in.
