It's true, is working now on Version 5.1.6101. I had trouble trying to install this version earlier today. Thanks.
I could export a short test video to AVI, MP4, OGG, OGV, WEBM and its audio to WAV and MP3. The audio in OGA could not be played, Firefox says "file is corrupted".

I just downloaded the latest version v5.1.6101
And still get the same results as before:
I get the "FFMPEG" error as soon as the "Export" button on the menu bar is pressed. But you can continue working, and you get an AVI file working. However, I tried saving it at different frame rates, but it seems that no matter what framerate I change it to it always produces the same framerate.

I just downloaded the newest version 5.1.6101 and IT WORKS!!
My results:
1) The "FFMPEG" error when you click the "Export" button DOES NOT SHOW ANYMORE!! 2) On the Audio/Video tab in the "Format" dropdown option it shows a heck of a lot of output formats!! 3) I tried the .avi and the .webm formats. Both were correctly produced!! 4) I played back the generated .avi file with the "Media Player Classic" and it works without any rate problems!!
** I did this on a Windows 10 machine and the trial version

Thanks Rookie, I did try quite a few different versions and even tried to trick Vista and crashed it for good, so I stuck an SSD into the laptop and installed a genuine copy of Win7 I had lying around, so all good and much better now, and I have the old HD hooked up for backup and get my old files off when I need them.
